新一轮技术革命背景下中国装备制造业产业升级路径与评价指标体系研究

摘要

对装备制造业产业升级和评价指标体系相关文献进行综述,分析装备制造业产业升级面临的问题,提出基于产业公地的集群式升级路径,构建包括技术创新、资产结构、人才结构、产出结构、绿色发展、两化融合发展等6项准则层指标及20项方案层子指标的产业升级评价指标体系,并借助层次分析法等方法得出指标权重,最后从产业政策、军民融合、信息化与工业化融合以及全球价值链嵌入等方面提出对策建议.%This paper summarizes the literature about upgrading and evaluation index system of china' s equipment manufacturing industry;analyses the problems faced by equipment manufacturing industry on the aspect of industrial upgrading;puts forward the "cluster" upgrading path based on industrial commons.This paper constructs the upgrading evaluation index system of China's equipment manufacturing industry from six aspects including technology innovation、asset structure、talent structure、output structure、green development、integration of information technology and industrialization and 20 sub criteria layer index scheme.The index weight is obtained by means of AHP and expert scoring method.Finally,the paper puts forward countermeasures and suggestions for the upgrading of equipment manufacturing industry.from the aspects of industrial policy、military and civilian integration、integration of information and industrialization and global value chain embeddedness.
