渐进决策模型在户籍制度改革中的应用①--以上海“居住证转户籍”政策为例

摘要

上海的户籍制度改革体现了渐进决策理论模型的特征，通过调整户籍政策将附着在户籍制度上的利益进行合理调整与再分配，从而达到特定时期内不同利益群体间的利益均衡。该文拟以居住证时代为背景，通过剖析上海“居住证转户籍”政策来阐述渐进决策模型在上海户籍制度改革中的运用。%Shanghai’s population management policy reform has the property in using the progressive decision-making model to adjust and redistribute the household register’s benefit in order to balance the benefit between different class in specific time. In this paper, it shows the progressive decision-making model application in Shanghai population management reform by analysis the policy to get household register under the circumstance of getting residence permit before.
