公民科学素质对于创新型国家建设、经济发展转型和公民自身的全面发展具有重要影响。公民科学素质调查是衡量公民科学素质水平状况的主要方式，本文利用历次中国公民科学素质调查及国际公民科学素质调查数据分析我国各地区公民科学素质发展状况及变化规律，深刻认识提升公民科学素质在创新型国家建设中的重要作用，结合《全民科学素质行动计划纲要(2006-2010-2020)》实施工作的落实，为制定各地公民科学素质发展目标和推动全民科学素质建设工作提供决策参考依据。%the civil scientific literacy ( CSL) has an important influence on the construction of an innova-tive country, the economic transition and the overall development of the citizens. Survey methodology is used to measure the level of CSL. Based on the previous Chinese and international CSL survey data, we an-alyzed the development and pattern of change of CSL in China. For better understanding the important role of CSL and to implement the Outline of the National Action Scheme of Scientific Literacy for All Chinese Citizens (2006-2016-2020), we aimed to set the CSL development goals and provide some evidence for de-cision-making.
