新常态、高端人力资本与区域创新能力的关系研究——兼论高端人力资本集聚策略

     

摘要

Under the background of the new normal economy, the ordinary human capital regarded as the main part to drive regional economic innovation has been unable to satisfy the requirements of the new economy, and therefore, it needs to enhance the regional innovation capability relying on the advanced human capital. Firstly, the paper defines the concept of advanced human capital, and then analyzes the influence of advanced human capi-tal on regional innovation from aspects such as the promotion of enterprises innovation capability, the enhancement of universities and research institutes innovation capability, the improvement of the service agencies service capa-bility and so on. Besides, the paper also analyzes the impact of the new normal on advanced human capital from three sides such as the economic growth, the adjusting of economic structure and the innovation driving. Finally, the paper talks about how to gather advanced human capital and strengthen the regional innovation capability in the new normal economy.%经济新常态背景下,作为区域经济创新驱动主体的普通人力资本已经无法满足新经济的要求,因此,需要依靠高端人力资本增强区域创新能力. 本文首先对高端人力资本的概念进行了界定,然后从企业创新能力提升、高校与科研院所创新能力提升、服务机构服务能力提升等方面,分析了高端人力资本对区域创新能力的影响机理. 又从经济增长速度、经济结构调整、创新驱动三个方面分析了新常态经济对高端人力资本产生的影响. 最后讨论了在新常态的背景下,如何集聚高端人力资本,提升区域创新能力.
