高等学校学生伤害事故应急处理机制探索

摘要

In the current research on college student injury acci-dents, exploration of emergency management mechanism is at-tracting more and more attention. Generally, the current college accident treatment system is not perfect due to various reasons. In social practice, the conflicts caused by student injury accident may tense the relationship among the school, student, parents and education management department. This paper proposes mea-sures for the construction of an effective mechanism.%　　目前，在高校学生伤害事故纠纷处理的研究中，应急管理机制的探索日益被关注。从校园应急处置机制的现状来看，大部分的高校对于事故的处理未形成一套便捷高效的处理模式，对于资金的来源与拨付制度也处于不成熟的状态，此外，由于立法的不完善，教育部门对高校事故的监督体制也存在改善空间，总体而言呈现出任意性、滞后性、封闭性的特点。反应到社会实践中，学生伤害事故的矛盾一旦激化，往往会使学校、学生、学生家长、教育管理部门之间的关系变得异常紧张。通过建立专项应急救助资金、系统化问责体制，从而探索出一种能较好降低学生伤害事故风险、稳定校园秩序的方法。
