摘要

In the background of implementing university regula-tions, the innovation of university Party construction can not only break through the dilemma of university development, but also strengthen and consolidate the leadership of the Party and im-prove the political quality of university teachers and students, thus making the university adhere to the correct political direc-tion. The current challenges and problems faced by the university Party construction not only affect the quality of university Party construction, but also impede university development in the background of implementing university regulations.
