The paper defined the agricultural meteorological disasters insurance and its connotation and provided the fact that agricultural insurance is mainly meteorological disasters insurance and existed problems that the contradictions have become increasingly prominent between agricultural disaster risk disperse mechanism and the fanners' demand to agricultural disaster insurance, the lagging laws and regulations of agricultural meteorological disasters insurance, not yet standardization of agricultural meteorological disasters insurance and it is an arduous task to construct agricultural meteorological disasters insurance system. Then it suggested we can measure the success of agricultural meteorological disasters insurance by the four key elements which including the volunteer rate of buying insurance by farmers, the government shares the huge risks and losses of meteorological disasters, promotion the income stability and increasing and moderate commercial operation. At last, we gave some countermeasures and suggestions of improving and perfecting of agricultural meteorological disasters insurance system, developing weather derivatives market, introduction the mechanism of market competition and disaster relief tilt to disaster insurance customer, strengthening risk assessment and agricultural meteorological disaster prevention and mitigation capacity of the government, and training professionals and strengthening the construction of agricultural meteorological disaster insurance organization system .%本文对农业气象灾害保险及其内涵进行了界定,认为目前的农业保险是以气象灾害保险为主,且存在农业灾害风险分散机制不完善与农户需求不相适应的矛盾日益突出、农业气象灾害保险法律法规滞后、农业灾害保险尚未规范化和农业气象灾害保险制度建设任重道远等问题.指出衡量农业气象灾害保险成败的四个关键因素,即农民自愿参保率的高低、政府参与气象巨灾风险分担、促进农民保收增收和适度的商业化运作.提出推进我国农业气象灾害保险发展的对策和建议,即完善农业气象灾害保险法规和标准体系、建立适合中国国情的农业气象灾害保险制度、大力推进天气衍生品市场的发展、引入农业气象灾害保险市场竞争及灾害救济向参加灾害保险的客户倾斜的机制、加强农业气象灾害风险评估与政府防灾减灾能力的建设、培养农业气象灾害专业人员和加强农业气象灾害保险组织体系建设.
