中国高速铁路安全管理立法思考

摘要

Perfecting law system of safe management of high-speed railways is basic work of ensuring the safety of high- speed railways. Starting from the review of safe legislation of railway transportation, the article discusses the core and specific contents of safe legislation of high-speed railways. People are the core situation in legislation of safe management of high-speed railways all the time. Safe legislation of high-speed railways mainly involves four standards： main body of management, safe action, technology and supervision. Suggestions on perfecting safe legislation of high-speed railways are put forward.%完善高铁安全管理法律制度，是保障高铁安全的基础性工作。从回顾铁路运输安全立法入手，探讨高铁安全立法的核心和具体内容，认为人在高铁安全管理立法中始终处于核心地位，高铁安全立法主要涉及管理主体规范、安全行为规范、技术规范、监管规范等四大类，并对完善高铁安全立法提出了建议。
