信息技术革命、公共治理转型与治道变革

摘要

The information technology revolution provides an unprecedented opportunity for the transformation of public governance in contemporary China.The application of information technology can optimize the open governance structure, broaden the scope of diversified governance, and enrich technical governance tools.However, under the open governance structure caused by the information technology revolution, the potential risks of network monopoly and technology intrusion, restrictive participation and selective empowerment of diversified governance subjects, and digital governance and instrumental rationality caused by technical governance.It also poses risks and challenges to the performance of public governance in China during the transition period.Promote reform and opening up, follow the reform of governance, improve the supervision of information technology giants, prevent the risk of infringement of"digital Leviathan";strengthen the empowerment of society, break the non-equilibrium of information technology to the governance subject;From the technical governance to the inclusive governance, we can promote the transformation of public governance and gradually realize the"good governance"with the basic values of democracy, rule of law, justice and human rights protection.%信息技术革命为当代中国的公共治理转型提供了前所未有的契机, 信息技术的应用可以优化开放性治理结构、拓宽多元化治理主体、丰富技术性治理工具.然而, 信息技术革命造成的开放性治理结构下的网络垄断与技术侵入风险、多元化治理主体的限制性参与和选择性赋权、技术性治理导致的数字支配与工具理性盛行等潜在隐患, 也给转型期中国的公共治理带来了风险与挑战.推进改革开放, 顺应治道变革, 完善对信息技术企业巨头的监管, 防范"数字利维坦"的侵权风险;强化为社会赋权, 打破信息技术向治理主体赋权的非均衡性;回归人本主义, 从技术性治理走向包容性治理, 才能助推公共治理转型, 渐进实现以民主、法治、公正和人权保障为基本价值的"善治".
