集体建设用地流转模式对城镇化的影响作用分析

         

摘要

With the accelerating urbanization process, the economic and social development requires a large amount of land resources, resulting in a growing contradiction between the supply and demand of land required for urban construction, and collective construction land as an important component of construction land, for China's economic and social development plays an important role.The circulation of collective construction land is conducive to revitalizing the stock of land, improving the utilization efficiency of land resources, and greatly alleviating the burden of land for urban construction.This paper compares and analyzes the impact of Chongqing Ground Ticket, Jiaxing"two splits and two exchanges"and Tianjin homestead housing change on urbanization.Based on this, it is concluded that there is a two-way interaction between collective construction land transfer and urbanization.The collective construction land transfer provides support for land resources for urbanization construction, reduces urbanization costs, promotes the development of employment urbanization and industrial urbanization;the promotion of urbanization also increases the demand for construction land, and requires the relaxation of collective construction land.The restrictions on circulation will help to further promote the reform of the collective construction land transfer system.%随着城市化进程的不断加快, 经济社会的发展需要大量的土地资源, 造成城市建设所需土地的供需矛盾日益加剧, 而集体建设用地作为建设用地的重要构成部分, 对我国经济社会的发展起着重要作用.集体建设用地的流转有利于盘活土地存量, 提高土地资源的利用效率, 极大程度地缓解了城市建设的用地负担.本文对比分析了重庆地票、嘉兴"两分两换"以及天津宅基地换房三种模式对城市化的影响, 基于此得出结论:集体建设用地流转与城镇化之间是双向互动的关系, 集体建设用地流转为城镇化建设提供土地资源支撑, 降低城镇化成本, 推动就业城镇化、产业城镇化的发展;城镇化的推进也使建设用地的需求量增加, 要求放宽对集体建设用地流转的限制, 从而有利于进一步推动集体建设用地流转制度的改革.
