目前,我国经济增长放缓,转入新常态,这对我国公共部门来说既是机遇又是挑战。而公共部门人力资源直接承担着政府的职能,它的管理方式和管理状况很大程度影响到政府职能的发挥和公民的福祉。笔者以服务型政府的视角浅析新常态下公共部门人力资源管理中存在的问题,并对如何解决这些问题进行先行的探讨。%At present, China's economic growth slowed down, into the new normal, which is not only an opportunity and a challenge to the public sector of our country. The human resources of the public sector is directly responsible for the function of the government, the management mode and the management state of the public sector to a great extent affect the function of the government and the citizen's well-being. From the perspective of service oriented government, this paper analyzes the problems existing in the human resource management in public sector under the new normal state, and discusses how to solve these problems.
