厦门'降成本'规划供给体系改革策略

摘要

文章在剖析供给侧结构性改革内涵的基础上,提出规划作为一种制度供给也需推进结构性改革,并分析现有规划供给体系存在的问题.在此基础上,从"降成本"的角度,结合厦门的实践探索,研究变革规划供给体系的策略,以降低交易成本,提高城市运行效率.首先通过推进"多规合一"、加强部门协同和聚焦规划对象,创新规划编制供给体系,建构统一的空间规划体系,实现统筹规划,提升城市承载力和宜居度;其次改革规划实施体系,以五年规划和年度计划强化规划实施的时序统筹,以项目生成机制强化项目落地的部门统筹,强化规划统筹,提升规划引导项目落地的实施成效;最后完善规划监管体系,建立规划编制和管理的事前、事中及事后全流程一体化监管制度,通过清单管理、诚信体系和中介组织培育等,转变规划服务模式,遏制规划腐败.%The article argues urban planning as an institutional supply shall reform from the supply-side. With Xiamen practice,the author studies planning provision reform to reduce cost and improve efficiency. First, multi-plan integration shall be carriedout to establish a unified spatial planning system; second, five year plan and annual plan shall be highlighted to improve planningimplementation and efficacy; third, a monitoring system shall be established to supervise the full course of planning and preventcorruption.
