基于农村土地股份合作制的半城镇化地区城市更新模式研究——以佛山市南海区瀚天科技城为例

摘要

Since 1993,in Pearl River Delta,the stock cooperative system of rural land advanced village collective joint into the urbanization and industrialization process,but cause the semi-urbanization.Since 2005,with the deflation policy and urban transformation,local government tried to construct a "urabn-rural win-win,overall development" renewal model base on the rural land property right system.The paper took Hantian tech-city of Nanhai district,Foshan city as an example,analyzed the rights and liabilities of government,village collective,tech-city,and enterprise,found a feasible and comprehensive model,though about how to deal with the right problems between urban land development and he stock cooperative system of rural land,rebuild the platform of urban spatial improving and industrial development,help to the policy creative and urban renewal.%1993年以来,珠江三角洲的农村土地股份合作制使村集体成功地参与到城镇化与工业化进程之中,但也诱发了半城镇化地区的形成;2005年之后,随着国家土地紧缩政策及城市转型,珠江三角洲的部分地方政府尝试在维持既有农村土地产权制度的基础上,构建“城乡共赢,统筹发展”的城市更新范式.基于此,文章以佛山市南海区瀚天科技城为例,通过分析“政府—村集体经济组织一瀚天科技城一企业”等主体的权责架构,探求更具可行性与包容性的城市更新路径,解析政府如何有效处理城镇土地开发权与农村土地股份合作制之间的冲突,并重新掌控城市空间优化与产业发展的平台,以期对同类地区土地政策创新和城市更新实践有所裨益.
