Beginning with site characters, the paper studies urban hydrology layout and flood control management, uses InfoWorks ICM software, proposes three spatial layers of sponge city plan: comprehensive design, district design, land use control. With thecase of Jingxin, Huichun, the paper considers the topographical characters, hydrology state, and functional needs, compares andevaluates land use control rate, proposes layered strategy of sponge city design on water environment, and explores the methods ofland use plan that adapts to precipitation.%文章从规划用地的场地独特性出发,以城市水文格局和雨洪管理作为前期规划依据,应用InfoWorks ICM软件,提出城市用地的"总体设计—分区设计—用地控制"3个层面的空间层级策略,并以珲春敬信为例,基于场地的地形特征、水文状态和功能需求等,对规划用地的控制率进行比较和评价,提出海绵城市设计对水文环境适宜性的层级策略指引,探索适应降水过程的城市用地规划设计的协同方法.
