农村基本公共服务配置的反思与建议

摘要

The paper takes Xiatan village in Ganzhou,Jiangxin province as an example,analyzes the dilemmas of rural basic public service configuration:an extreme and informal demand caused by particular population structure and income level;the unbalanced allocation leads to an unsustainable operation,and scattered rural settlements hinder the equalization of public service distribution.Then,the paper summarizes four conflicts of rural public service between need and supply:human care versus standardization,production versus physical space,mobility versus fixation,market force versus administrative force.Finally,the paper tries to construct a mutable spatial network for the realization of equalization of basic public services in urban and rural areas.%文章以江西赣州夏潭村为实证对象,分析了农村公共服务设施配置的困境,主要反映在4个方面:极端的人口结构带来对公共服务的极端化需求;极端收入水平带来对非正式服务的需求;条块化配给方式带来公共服务运营维护的难以为继;农村聚落高度离散带来对公共服务空间均好性的冲击.在此基础之上,总结出农村公共服务在农民需求与规划供给之间存在着人性化与标准化、产品性与物质性、流动与固定、市场性与行政性4个方面的冲突,并尝试性地提出流动式、组合式、网络化的空间解决建议,以期为城乡基本公共服务均等化的实现提供思路.
