论美国的“核困境”--寻求权力与安全的悖论

As the biggest nuclear power in the world,the US strengthens its relative superiority of power through optimizing nuclear arsenal and deterrence strategy,and reduces others’relative superiority of power by pushing forward nuclear non-proliferation and disarmament,to achieve and maintain its absolute secur-ity.The practice proved that the state who seeks its own superior power and absolute security always sinks into dilemma,which means the relation between the amount of the power and the level of the security is in-verse.It is the relativity of the power and security that results in the US’s nuclear dilemma radically.%作为世界上最大的核国家，美国一方面通过优化其核武库、强化威慑战略，增强其相对权力优势；另一方面在世界范围内推动核不扩散及核裁军进程，以削弱他国的相对权力优势，最终在整体上实现、保障美国的绝对安全。实践证明，国家在谋求一己之相对权力优势和绝对安全的过程中往往会陷入难以克服的内生困境，即“获得权力的大小与安全实现的程度呈反比例变化”或“寻求权力与安全间的悖论”。这就是权力、安全的相对性特点，也是美国遭遇“核困境”的根本所在。
