环境问题的冲突与协调模式研究--以《跨太平洋伙伴关系协定》为例

Since the beginning of its negotiations,the Trans-Pacific Partnership Agreement(TPP)is described as “the highest standards,the deepest cooperation,the most comprehensive”in all Regional Trade Agree-ments,a typical feature of which is non-traditional issues deepening development.Affiliated upgrade from P4 a-greement protocol for environmental issues in a separate section of the TPP agreement of particular concern, which to some extent reflects the trend of new regional trade agreements in the environment chapter,that provi-sion from decentralized to centralized,from a subsidiary to de-marginalization,from the vague to the specific content,has great significance for the development of future regional trade agreements.%《跨太平洋伙伴关系协定》在谈判之初即被定位为“标准最高、深度合作，最为全面”的区域贸易协定，它的一个典型特征即是对非传统议题的深化发展。其从 P4协议中的附属协议内容升级为 TPP 协定的独立章节的环境议题尤其引人关注，一定程度上反映了新型区域贸易协定中环境章节的发展趋势，即条款由分散到集中、地位由附属到去边缘化、内容从空泛到具体，对未来区域贸易协定的制定具有极大借鉴意义。
