Language and culture are interrelated with each other, to learn a foreign language is not only about learning language it-self, but achieving a mutual understanding and appreciating of other cultures. The need for the people of intercultural communica-tive competence(ICC) in various work fields is consistently increasing. The development and implementation of intercultural com-municative competence has become the major goal of college English teaching. This paper mainly discusses the main factors in de-veloping and implementing ICC to find out their possible benefits and constrains in order to give some suggestions for the furtherdevelopment of Chinese college English teachers.
