在全球性能源危机的压力下，作为相对清洁的页岩气资源正受到热捧。运用SWOT量化分析法，对我国页岩气资源质量和储量优势，基础信息调查、开采技术、管网建设以及体制机制劣势，新能源市场需求和低碳经济发展机会，竞争利益和资源争夺威胁进行分析，明确我国页岩气勘探开发实施的战略选择，提出相应的战略政策保障：(1)加强资源调查、夯实资源基础；(2)加大技术攻关和对外合作，尽快突破瓶颈；(3)加强管网等设施建设，第三方无歧视接入；(4)进一步放宽市场准入，强化市场监管；(5)落实调整现行政策，立法保障政策实施。%Under the pressure of global energy crisis, the shale gas resource, as a relatively clean resource, is popular. This paper analyzes the advantage of quality and reserves of shale gas resources, basic information investigation, mining technology, pipeline construction; as well as institutional weaknesses, the new energy market demand, low carbon economy development opportunities, competitive interests, and the threat of competition for resources in China by using SWOT quantitative analysis. On this basis, this paper puts forward appropriate strategies and policy guarantees, these include:strengthening the resources investigation and tamping the basis of resources;putting great efforts on tackling key technical problems and foreign cooperation, and breaking the bottleneck as soon as possible;strengthening the construction of pipe network and other facilities and nondiscriminatory access for the third party;further relaxing control over market entry, and strengthening market supervision;adjusting the currently policies and implement the legislative guarantee policy.
