中国房地产市场调控效果分析及房地产健康发展的建议

     

摘要

文章总结了近年来中央的房地产调控政策及政策对房地产市场的影响,分析了调控政策的内在缺陷及调控乏力的主要原因。并借鉴了国外发达工业国家房地产市场管理的经验,从法律体系的完善、住房信息系统的建立、科学的税制设计、有效的住房保障、对土地和房产闲置的打击、公众的参与、资本投资渠道的多元化、城镇化的方向、小产权房的解禁等多个角度对促进中国房地产市场的健康、可持续发展提出了建议。%The paper summarizes the real estate macro-control policies of China in recent years, as well as relative market response, then analyzes inherent lfaws of these policies, . Thirdly, it analyzes the housing management experience in developed countries from the perspective of real estate regulation system, housing information system, tax system design, security house, restraining of the speculation, public participation, private capital investment channels, urbanization and houses with limited property rights. Finally, the article provides some advices for the healthy and sustainable development of China Real Estate.
