By measuring the total enrollment, gross enrollment rate, the number of colleges and universities available, the scope of specialty and the level of higher education, this paper analyzed the current situation of higher education enrollment opportunities for disabled students. The existing problems and causes were found, including high rate of student loss in the pre-education, inadequate guarantee system, imperfect admission policy, insufficient learning support and transfer service. Four suggestions on admission opportunities of higher education for disabled students were put forward, including the systematic guarantee policy, improving the quality of transfer service, formulating the admission compensation measures and the test equity standard, and setting up the link between secondary vocational education and higher vocational education.%从衡量入学机会的入学总量、毛入学率、可选择的高校数量、专业范围和高等教育层次5个方面分析我国残疾人高等教育入学机会现状, 发现目前存在高等教育前各学段学生流失率高、保障制度体系不够健全、招生考试录取政策不完善、各学段学习支持和转衔服务尚显不足等问题, 为此, 需要采取保障政策系统化、提升转衔服务质量、制订录取补偿措施和测验公平性标准、试点中职与高职贯通培养等保障残疾人高等教育入学机会等措施.
