全球化背景下美国提高母语教育质量的新举措①--PARCC评价体系的构建与启示

         

摘要

在全球化背景下重视母语教育是世界各国的共识,构建PA RCC 评价体系是美国政府提升母语教育质量的新举措。美国构建PA RCC 评价体系缘于其“英语核心标准”的出台和改革基于州英语标准的母语评价体系的诉求。 PA RCC 英语评价体系框架包括确定“听说读写”能力与研究能力相结合的评价目标、总结性与形成性相结合的评价体系结构、多样化评价试题与表现任务等内容。美国政府通过开发英语评价体系促进母语教育质量提升,对我国探索以语文评价促进母语教育改革具有很好的借鉴价值。%In the era of globalization,all the countries attach great importance to mother tongue education.In America,constructing PARCC English assessment system is the new measure of improving mother tongue education. In order to promote the implementation of the Common Core State Standards for ELA,and reform the assessment sys-tem of mother tongue which is based on state standards,American government has decided to support the construction of PARCC English assessment system. The main frame of the PARCC English assessment system includes the multi-dimensional goal which integrate“s listening,speaking,reading and writing”and research ability;the binary assessment structure which combines summative assessment and formative assessment;the diversified items and performance tasks and so on. PARCC English assessment system can offer some valuable advice on the construction of our mother tongue( Chinese) academic assessment system.
