改革开放以来我国学前教育政策嬗变的动力变迁及其优化路径——基于多源流理论的考察

     

摘要

改革开放以来我国学前教育政策动力来源经历多次转换.按照多源流理论的框架分析这一时期的学前教育政策嬗变的动力变迁发现:改革开放以来我国学前教育政策的动力依次经历了政治源流、问题源流、政策与问题源流、政治源流四个相对独立的时期.当政治源流作为主要动力的时期,学前教育政策处于较好时期,当转换为其他动力时学前教育政策进展普遍缓慢.当前我国学前教育政策体系仍不完善,学前教育政策动力及其机制亟需进一步完善和优化.一方面需继续将政治源流作为学前教育政策推进的基本主要动力,另一方面要建立充分的利益表达机制,为政策源流提供更多选择,充分发挥公共舆论等影响,并将问题源流作为政策动力的重要补充.%Since the reform and opening up,the source of our country's pre-school education policy has been changed many times. Through analysing the motive force of preschool education policy changes in this period according to the framework of multiple stream theory,we can fing that since the reform and opening up,China's preschool education policy has experienced four relatively independent period:political power origin,problems origin,policy and problems origin,and political origin. When the political source is the main driving force, preschool education policy is in a good period.When transforming to other power,the policy of preschool education is developing slowly. In recently,policy system of preschool education in China is still not perfect,and the motivation and mechanism of the preschool education policy need to be further improved and optimized.On the one hand,the basic political origin should be used as the main power,on the other hand,the establishment of full benefit expression mechanism should provide more choices for policy origin,give full play to influence public opinion,and make the problem origin as an important supplement to the policy power.
