“幸福广东”视域下的基础教育均衡发展

     

摘要

“幸福广东”与基础教育均衡发展的互动关系密切,保障基础教育均衡发展是“幸福广东”建设的内在要求与必然选择。基础教育均衡发展意蕴包容性优质与卓越发展。当前促进基础教育均衡发展关键在于师资均衡与评价引导,师资均衡包括加强欠发达地区师资培训,建立师资轮换或交流机制和师范生到边远地区任教的鼓励机制,通过信息技术建立优质师资资源的共享机制;评价引导则包括建立多样化的发展性分类评价体系,以及基于发展性分类评价的任务需求型与业绩激励型“双导向”资源配置机制。%Happy Guangdong and the balanced development of compulsory education have a close interaction and the latter is the basic requirement and necessary choice for the former. Balanced development of compulsory education implicates fine quality and remarkable development. At present, the key to the balanced development of compulsory education is the balanced allocation of teacher resources and evaluation to lead. Balanced allocation of teacher resources includes enhancing teachers’ training for the least-developed areas, establishing incentive measures of teachers’ rotation and volunteer teachers in the rural area and building share mechanisms for excellent teacher’ resources. Evaluation includes setting up various developmental classifying-evaluation systems and a double guidance resource allocation mechanism which based on mission requirements and performance incentive.
