医务人员过劳原因分析

         

摘要

引起医务人员过度劳累的因素很多,其中,医务人员数量的增速赶不上就诊需求的增速、优质医疗资源过于集中和医疗工作的特殊性是最重要的原因. 但是,在我国未明确过劳的法律性质的现状下,过劳医务人员自身权益得不到保障. 医疗机构有必要承担起保护过劳医务人员合法权益的责任,这样既便于医务人员行使权利,又能促进社会和谐稳定,还发挥着补充工伤赔偿不能完全弥补损害的重要作用. 医疗机构承担责任的具体方式,可从制定预防过劳的措施、推动制定医务人员过劳的具体标准、在出现过劳损害后进行有效救济3个方面入手.%Many causes can lead to medical staff's death from overwork, where the increasing number of medical staffs failing to meet the in -creasing medical demand,the over-concentration of good medical resources and the special requirement for medical jobs are the essential rea -sons.Unfortunately ,overworked medical staffs are facing difficulties in finding sufficient legal authorities when they want to protect themselves , due to the absence of the legal definition of overwork.Thus,the hospitals should bear the responsibility of protecting the rights of overworked med -ical staffs.Making the medical staffs easier to exercise their rights could sustain the social order , and solve the problem that the current compensa-tion could not completely cover the damage of medical staffs'overwork injury or death.Meanwhile, the specific ways for hospitals to bear the re -sponsibility could be established in three aspects-establishing the methods to prevent the overwork, setting standards of medical staffs'overwork, and providing effective relief when injury or death of overwork happens.
