论公共图书馆法的法律体系--以阶层构造论为视角

摘要

阶层构造论是指导法典法立法的基本理论。文章分析我国公共图书馆法在法律体系上的阶层构造，讨论《公共图书馆法（征求意见稿）》在落实上位法、衔接同位法、吸收下位法等纵向阶层构造方面和自身结构体系方面需要改进的地方。%The doctrine of class structure is a basic theory for code law making. Chinese Public Act has its own class structure. The Public Library Act (Exposure act) is still immature in the longitudinal aspects as the implementation of higher-level law, the join of parity law, the absorption of lower-level law so on and in its own architecture. This article proposed some targeted improvement recommendations.
