2016—2020年，俄罗斯联邦政府将每年投入35亿卢布用于研发直升机新机型及技术升级，旨在增强俄罗斯产直升机在国际市场的竞争力。俄罗斯通过重组国内直升机研发及生产机构链条，形成了集设计、生产、销售、售后服务等为一体的集团公司，目标是建立一个市场定位准确、极具竞争力、高效运行、自主发展、经营有序的直升机控股公司。中俄两国虽然国情迥异，但在两国航空工业互利共赢的前提下，探索双方认可的资金、技术合作模式，有利于双方参与全球直升机市场竞争。%During the years of 2016—2020,Russian government invests 3.5 billion rubles per year on research and development of new helicopter models and technology upgrading,which aims to enhance the capacity of Russian hel-icopters in the international market competitiveness.Through the reconstructuring of the domestic institutions in-volved in helicopter development and production chain,Russia has formed a group company with a set of design, produ-ction,sales and after-sales service.The goal is to establish an accurate market positioning ,competitive,effi-cient operation,self-development and orderly operation helicopter holding company.Although China and Russia have the different national conditions,under the premise of mutual benefit,the two sides can explore well-acknowledged in-vestment,technical cooperation model in favor of both sides'participation in the global helicopter market competition.
