温州高校高度重视网络文化建设和管理工作，在发挥网络文化的正向作用方面形成一套切实可行的经验和做法。但还存在着校园网络文化宣传阵地发展不够平衡、网络文化队伍人员配备不到位、学生网络自律意识较差、网络监控难度增大等问题。解决这些问题要从以下几方面入手：社会各界要共同开展网络文化建设与管理工作，形成工作合力；建立健全校园网络文化建设和管理的督促检查和奖惩机制；加强网络平台建设，加大网络文化资源的开发；加强校园网络管理工作队伍建设，增强舆论引导的及时性、针对性和有效性；实施“绿色校园网络”计划，促进大学生网络道德的自我提升。%Wenzhou colleges attach great importance to the construction of Intement culture and management and they own a set of practical experiences and methods on the aspect of Intemet culture＇s positive function.
