监管新规下温州政府平台融资策略建议*

摘要

Government debt financing provides an important support and capital guarantee for promoting the construction of ma-jor projects, improving the infrastructure, and strengthening investment in fixed assets. However, the local investment and financing platform are facing tight financing environment and strict regulation. Therefore, it needs deeper understanding of the policy, masters the specific spirit and requirement of financing regulation policy and innovates government financing strategy so as to promote proj-ect level, optimize the financing scheme, strengthen credit resources, expand government financing space and promote transmission of financing platform.%政府性债务融资为温州推进重大项目建设，改善基础设施条件，提高固定资产投入水平提供了重要渠道支持和资金保障。然而，目前地方投融资平台正面临逐渐收紧的融资环境和越来越严格的监控要求。为此，需要进一步加深对政策的理解，把握平台融资监管政策的精神与具体要求，创新政府融资策略，并以此为导向，推进项目层次提升，优化融资方案，加强信用资源重组力度，科学拓展政府融资空间，促进融资平台转型。
