当前，我国区域警务合作开展主要是依靠上级政府强制展开的。这种治理方式对于完成特定的警务任务有着显著的效果，却也存在着非制度化、形式化、短期化和唯上级化等弱点。合作治理是一种以合作博弈为理论基础，寻求以地方政府为主体，建立合理规则为主要合作机制的治理理念，具有更高的社会治理效果。为了进一步提高区域警务合作的治理效果，有必要实现区域警务合作治理由“强制治理”到“合作治理”理念的转变。%Competitive systems of local government for regional police cooperation in China constitute the institutional barriers.
