云南边境地区周边国家跨境就读外籍学生管理问题研究

     

摘要

近年来,随着我国边境地区经济的发展、教育事业的进步,云南周边的缅甸、老挝、越南等3国边境地区适龄学生跨境进入我国边境学校接受教育的人数,呈现出逐年增长的趋势.本研究在深入调研3国学生跨境就读情况的基础上,就其跨境就学的现状和问题进行了梳理和分析.提出在"一带一路"建设背景下,站在国家战略的高度,从构建国家命运共同体的角度出发,在政策法律、边境安全等方面加强对外籍学生管理.形成边境地区教育的特殊扶持和特色治理,贯通教育路径,建设特色国门学校,创建协同联动管理机制等,为中国和周边国家共享共赢共同发展奠定坚实基础.%In recent years,with the development of economy and education in the borderland of Chi-na,there is a yearly increase of school-age children who have entered the borderland schools of China from the neighboring countries like Myanmar,Laos and Vietnam which border on Yunnan province of China.Based on the education situation survey of these children,this paper discusses the existing problems.Against the background of the implementation of the "Belt and Road Initiative"and with a consideration of our national strategies as well as the construction of a community of shared future for mankind,this paper brings up the following suggestions:there should be strict management of these children in terms of policy implementation and legal enforcement as well as the borderland security, special policies for such borderland education,special borderland schools,and the establishment of a joint management mechanism,which will lead to win-win cooperation and development for China and its neighboring countries.
