中外合作高校是在国家的监管和支持、地方出资助建和中外双方高校合作办学下发展起来的，难以用现有的大学评估指标体系对其进行评估。中外合作高校指标体系构建应以相关政策文本所形成的价值目标编码为基础，细化目标体系，给定相应权重。宏观价值目标应包括高等教育发展、科学技术进步、国际人才抢夺、意识形态博弈和教育服务贸易顺差；微观价值目标应包括中方高校、外方高校、办学地区和中外合作高校自身的价值目标。%Being a part of higher education internationalization in China , Sino-Foreign joint universities are built under the supervising and guide of government , the subsidizing of the local government and the cooper-ation between Chinese and foreign universities , so the existing assessment index system cannot be fitful now . To construct the assessment index system of Sino-Foreign joint universities today , the coding should be built based on the detailed target system and giving relevant weight of related policy text and its targets ,including macro-targets which contain the development of higher education , the improvement of science and technolo-gy , the international talents snatch , the cultural ideology gaming and the higher education service trade sur-plus and micro-targets which include their value goals of the Chinese universities , foreign universities , local places and Sino-Foreign joint universities .
