A study of factors used to evaluate faculty teaching, research and service performance at Historically Black Colleges and Universities

The purpose of this study was to determine what factors are used at public Historically Black Colleges and Universities (HBCUs) to evaluate a faculty members overall faculty performance, teaching performance, scholarship/research performance, and service performance. The population for this study consisted of the chief academic officers at the 51 public HBCUs listed in the U.S. Department of Education's White House Initiative on Historically Black Colleges and Universities, and the U.S. Department of Education's National Center for Educational Statistics, Integrated Postsecondary Education Data System (IPEDS).;The survey instrument used in this study was first developed and used by the American Council on Education in 1967 and revised by Dr. Peter Seldin in 1978. Permission was obtained from Jossey-Bass Publishers to use the revised survey instrument in this study. The survey instrument was mailed to the 51 chief academic officers at public HBCUs.;Forty-seven completed surveys were returned (92.2%). Results were tallied to determine: (1) frequency and use of each factor in evaluating overall faculty performance, teaching performance, scholarship/research performance, and service performance, and (2) mean, and rank of factors considered in evaluating overall faculty performance, teaching performance, scholarship/research performance, and service performance. MANOVA was used to determine significant difference in responses at the .05 level based on the Carnegie classification of the HBCUs. Results of the study indicated that classroom teaching is the single most important factor considered in evaluating a faculty member for promotion in rank, salary increase, or tenure. Evaluation of teaching performance is based primarily on chair evaluation, student rating, and classroom visits. The primary types of information used in evaluating scholarship/research performance are publications in professional journals and articles in quality journals. The quality of research and publication is primarily judged by honors or awards from profession. Service on department committees is the major factor used in evaluating a faculty member's college service performance.
