民治主义是民国初年的一股重要的政治思潮，并发展为民治运动。中国共产党许多早期重要领导人参与了关于民治主义与民治运动的讨论，留下了许多关于民治政治的思想资源。恽代英提出的真正民治政治思想，主张“人民用人民的力量，建设，拥护，而监督一种为人民谋利益的政府”，“建设平等互治社会的政治”，强调要“唤起人民为自己的利益而奋斗”，由人民来治理国家、管理政府。这种真正民治政治的基础，不是精英治国，而是基于人民广泛参与的民主治理。这些重要的思想主张与今天中国理论界探讨的参与式民主与民主治理理论颇多契合之处。我们要重视这些宝贵思想资源的挖掘、整理和研究，以为今天的社会主义民主政治建设和国家治理提供参考。%As an important political thought in the early Republic of China ,"Government by the peo‐ple"developed from doctrine into movement and stimulated the great discussions about it among many of the early leaders of the Chinese Communist Party .One of them was Yun Dai‐ying whose ideas were thought to be the real democratic politics .He claimed that "it's the people who use their own power to build ,support ,and supervise a government for the people's interests"and"construct a society with the e‐qual and mutual governance" to "call on the people to fight for their interests" on the basis of the broad participation of their own rather than the elites .These important ideas are in great agreement with the the‐ories of participatory democracy and democratic governance discussed in China today and worth exploring to provide some references for the construction of socialist democratic politics and national governance .
