新疆村卫生室人力资源现状调查分析

         

摘要

Objective To analyze the situation of the village clinics human resources in Xinjiang,and provide policy recommendations to promote the development of village clinics.Methods The quantitative data collection is from the Health Statistical Yearbook of China and Xinjiang,the Xinjiang Health Depart-ment information center direct network reporting system,9 9 village clinics in 1 1 countries randomly se-lected from 99 countries in Xinjiang Uygur Autonomous Region.Excell2007 are used to build the database, and SPSS17.0 statistical software for descriptive statistics.Results By the end of 2011,health personnel practice structure of village clinics were mainly dominated by rural doctors in Xinjiang,occupied 90.44% of the total health workforce;Technical degrees occupied the largest proportion by 58.15% in village clinics′health workforce from sampling area;In 2011,compared with the national,different health personnel of village clinics per thousand agricultural population in Xinjiang was without statistical significance (P >0.05).Conclusion The Government should focus on optimal allocation of human resources,strengthen the the construction of talent team to improve medical technologies of rural doctors conscientiously,stable the existing health team in agricultural and pastoral area and increase the human resource reserves of rural health practioners.%目的:分析新疆村卫生室人力资源情况,为促进村卫生室的发展提供政策建议。方法定量资料收集采用国家及新疆卫生统计年鉴数据(2008-2012年)、新疆维吾尔自治区卫生厅信息中心网络直报系统数据及2011年新疆维吾尔自治区98个县中随机抽取11个县的99个村卫生室调查数据,运用 Excel2007建立数据库,使用 SPSS17.0统计软件进行统计学分析。结果截至2011年底,新疆村卫生室卫生人员执业结构主要以乡村医生为主,占总卫生人员的90.44%;抽样地区村卫生室卫生人员中学历以中专为主(58.15%);2011年新疆村卫生室每千农业人口不同卫生人员与全国比较,差异均无统计学意义(P >0.05)。结论政府应着力优化配置人力资源,强化人才队伍建设,切实提高村医医疗技术,稳定农牧区现有卫生队伍的同时增加农村卫生人力资源储备量。
