论高校内部执行机制创新与依法治校∗

摘要

创新高校内部执行机制是全面推进依法治校工作成效的关键所在，据此必须认识建立完善的内部执法执规体系是依法治校的前提；明确内部执行主体的职权定位是依法治校的基础；净化校内执行机制的学术生态环境是依法治校的关键；加强内部执行管理层的绩效考核是依法治校的要求；健全校务委员会的执行决策机制是依法治校的保障。%The emphasis of comprehensively promoting university management by law lies in the innovation of university internal exe-cution mechanism. Therefore, for the university management by law, we must know that the precondition is to establish an internal per-fect law and rule enforcement system, the basis is to confirm the authority position of the internal executive subject, the key is to im-prove the academic ecological environment of the internal implementing mechanism, the demand is to enforce the performance assess-ment of the internal execution management staff, and the guarantee is to develop the executive decision-making mechanism of the uni-versity committee.
