体育治理与体育管理的概念辨析与边界确定

摘要

Concepts and differences of sports governance and management are conductive to further clarifying the relation‐ship between them ,to weighing the role and position and their practical application .The concept ,difference ,relationship and differences of sports governance and management showed that sports governance was the process of co‐administrating public sports affairs by multiple subjects ,which was the sublimation and transcendence of sports management .There were remarkable differences between these two concepts in subject ,object ,objective ,guidance ,means and operation . There were differences in them in time ,space ,and system .Seen from the time ,sports management preceded much earlier than the occurrence of sports governance .Seen from the space ,the sports governance became more and more important with the increasing expansion of socialization ,scale ,marketization and professionalism in sport .Seen from the system , efficient governance in sport must demanded certain system environment .%体育治理与体育管理的概念辨析和边界确定，对进一步厘清两者关系、权衡两者作用和位置以及实践应用具有重要意义。运用文献资料法、逻辑分析法对体育治理和体育管理的概念、区别、联系和边界问题进行了深入探讨。研究认为：体育治理是多元主体共同管理体育公共事务的过程，是体育管理的升华和超越；体育治理与体育管理在主体、客体、目标、导向、手段、运行等方面都存在区别；两者在时间、空间、制度三个层面又存在边界；在时间上，体育管理早于体育治理；在空间上，体育社会化、规模化、市场化、职业化程度越高，体育治理职能越明显；在制度上，有效体育治理需要具备一定的制度环境。
