水电梯级开发对澜沧江—湄公河国际航运通道建设的影响研究

摘要

Lancang-Mekong River, a very famous international river, flows from China to Southeast Asia.In recent years, along with the construction and operation of 8 cascading hydropower dams in the mainstream of Lan-cang River in China, 11 cascading hydropower dams have also been planned and constructed in the mainstream of Lower Mekong River.Although these hydropower dams caused widespread international concerns and controversies, it can greatly improve the shipping conditions of the Lancang-Mekong River in mainstream, so as to the develop-ment of Mekong River international shipping channel.Based on the current situation of shipping development in this region, the effects of cascading hydropower exploitation on the construction of international shipping channel were analyzed in the hope of promoting the construction of international transport channel between China and ASEAN countries, enhancing the economic cooperation in Greater Mekong Subregion, and implementing national strategy of"the belt and road initiatives".%澜沧江—湄公河是流经我国和东南亚地区最著名的国际河流.近年来,随着中国境内澜沧江干流8个水电梯级大坝的建成和运行,下湄公河干流正在规划和建设11个水电梯级大坝.这一系列的水电开发活动虽然引起国际上的广泛关注和争议,但这些水电工程的建设和运行可极大的改善澜沧江—湄公河干流的航运条件,从而为湄公河国际航运通道的开发建设提供有利机遇.文章基于澜沧江—湄公河干流航运开发现状,综合分析水电梯级开发对国际航运通道建设的影响,以期在推进我国与东盟国家之间的国际运输通道建设,提升大湄公河次区域经济合作和落实"一带一路"的国家战略等方面起到重要的推动作用.
