International leadership is not the hard capability of controlling and dominating other nations,but the soft ability to attract followers in addressing global challenges.It basically consists of political influence,economic development,cultural attractiveness,and national charisma.Bush administration undermined all the four elements,leaving a negative leadership legacy to Obama.However,Obama adopts a pragmatic leadership strategy and is gradually walking out of Bush＇s legacy,and successfully earning points.%国际领导力不是支配和控制他者的强制能力,而是在国际事务中吸引他者追随的软性能力,其基本构成包括政治影响力、经济发展力、文化感染力和国格魅力。布什政府在四个要素领域都严重削弱了美国的国际领导力,奥巴马通过务实的复兴战略,积极修复美国的国际领导力,逐渐带领美国走出布什的负面遗产。
