The relation between traffic breakdown and traffic congestion was analyzed in the area and a probe algorithm to detect traffic breakdown events was put forward. The computational methods of the control indicators for traffic volume of the ramp merging area were designed using the probabilities of traffic breakdown models. The feasibility of the design methods was further explained by a numerical example.
