大城市新区静态交通系统一体化管理策略研究

摘要

How to scientifically manage the static transport system of the metropolitan new area, preventing traffic congestion and parking difficulties from spreading to the new area, has become an important issue in the field of urban transport. From the analysis of the advanced experience of static transport system management and the characteristics of the metropolitan new area, this paper proposes that the static transport system of the metropolitan new area should be conducted based on integrative management of the two dimensions of time and space, which has been built from the functional framework, management system, institutional settings, etc. Finally, the methods to guarantee the integrative management for static transport system are discussed from legislation, administration, economy, science and technology.%如何科学管理大城市新区静态交通系统,避免交通拥挤和停车难现象向新区蔓延已成为城市交通领域的重要课题.从分析国内外先进静态交通系统管理经验入手,通过分析大城市新区自身特点,提出必须对其静态交通系统进行时间、空间2个维度的一体化管理,并从功能框架、管理体制、机构设置等方面构建了一体化管理体系.对保障静态交通系统一体化管理的法律与行政、经济、科技等手段进行了探讨.
