铜仁地区城市经济圈建设地方政府行为选择探讨

It is of great theoretical and practical significance to study how the local government plays its role effectively to promote the construction and development of economic circle of Tongren city. Based on the analysis of the realities the economic circle construction of Tongren City, the paper discusses the role of local government in economic circle construction of Tongren city. The problems of government behavior in the construction are mainly manifested in clarifying the relationship between government and market, and also in difficulties to play its best effect of government coordination. Therefore, it is an inevitable choice of local government behavior to clarify the government role and play full coordinating effect of government in the construction. From the perspective of specific strategies to the economic circle development of Tongren city, we should conduct regional cooperation under the guidance of＂two zones, two circles ＂, and promote the construction of economic cooperation area of Wuling Mountains, focusing on transportation construction.%研究地方政府如何有效发挥职能以促进铜仁城市经济圈的建设与发展具有重大理论和现实意义。从分析铜仁城市经济圈建设面临的现状入手，探讨了铜仁城市经济圈建设中地方政府的作用。铜仁城市经济圈建设中政府行为存在的问题，主要表现在政府与市场的关系难以理清和政府协调难以发挥最佳效应。因此，理清政府职能，充分发挥政府协调效应是铜仁城市经济圈建设中地方政府行为的必然选择。就铜仁城市经济圈发展的具体策略来看，应以“两带两圈”发展战略为指导，进行区域合作，以交通建设为重点，积极推进武陵山经济协作区建设。
