“互联网+”行动计划是现阶段依据互联网发展现状提出的发展战略。国务院印发的《关于积极推进“互联网+”行动的意见》明确了网络教学的重要意义，这标志着教育步入“互联网+”的常态化阶段。“互联网+”既给大学生网络心理健康教育带来新契机，又提出新挑战，“互联网+”背景下构建大学生网络心理健康教育的机制，是目前推进大学生网络心理健康教育的举措之一。%The action plan of “the Internet +" is the development strategy of the Internet at the present stage.“The opinions on actively promoting the‘Internet +’”issued by the State Council displays the significance again, which marks the education into the normalized stage of "the Internet +".
