国际体育组织自治问题审视--以奥林匹克善治改革为背景

             

摘要

组织自治研究是国际体育研究前沿,也是中国体育组织改革发展面临的紧迫问题。国际体育组织自治具有深厚的民主传统和独特的优越性,由独立集权造成的弊端也昭然若揭。为保证组织自治发挥最大化效率,避免“拙劣”治理的下场,建立健全组织内部控制机制十分必要。善治作为一种内部决策和利益协商的方式,是实现国际体育组织自治权内部控制和组织高效运行的最佳机制。深入解读《奥林匹克2020议程》第28条提议“支持自治”的内容和环境背景,探讨组织自治与善治改革的关系,自治权与组织效率联系紧密,可以更好更快地回应组织及利益相关者面临的问题。《奥林匹克2020议程》“善治与自治”改革议程从善治标准、自治权、透明度3个方面展开,具有一定的政策水准和改革预期。同时,要看到奥林匹克善治改革的政策设计存在的局限性、政策执行面临的困境,以及奥林匹克运动内部控制机制存在的一系列问题,致使奥林匹克善治改革充满未知变数。从实现组织内部控制的善治到寻求政治身份与自治权,是一个水到渠成的政治认同过程,也是一个不断尝试的权力主体间合作与增进政治互信的过程。国际奥委会应当致力于善治改革与实践,而不是将重心放在寻求政治自治权方面。%As the frontier of the international-sports study, the organization-autonomy study is a pressing problem faced by the reform and development of Chinese sports organizations. The autonomy of international sports organization has profound democratic traditions and its unique advantages;however, vari⁃ous disadvantages caused by the independent centralization are also apparent. It is necessary to establish and improve the internal control mechanism inside the organization in order to ensure a maximum efficiency and to avoid the consequences of bad governance. As a way of internal decision-making and inter⁃est-negotiating, good governance is the best mechanism for internally controlling the autonomy and organizing efficient operations inside the international sports organization. In-depth interpretation of the contents and the environmental background for supporting the autonomy proposed in the 28th Article of Olympic Agenda 2020, discussion about the relationship between the organizational autonomy and the good-governance reform as well as the close connection between the autonomy and the organizational efficiency shall be convenient for the faster and better responses to the problems faced by the organization and the stakeholders. The reform agenda with regard to the good governance and autonomy defined at the Olympic Agenda 2020 shall be conducted from three per⁃spectives, including the standards of good governance, autonomy and transparency, and possesses certain quality policy standard and reform foresight. Howev⁃er, the policy design for the reform of Olympic good governance is restricted, and the policy-implementing practice is confronted with many difficulties, and a series of problems exist in the internal control mechanism of the Olympic movement, for which the future of good-governance reform is unknown. It is not on⁃ly a naturally successful process of political identification, but also a continuous process of cooperation and enhancement in political inter-trust among power bodies, from the achievement of good governance in the internal organization-control to the seeking of political identification and autonomy. The International Olympic Committee shall be committed to reform and practice of the good governance, instead of seeking political autonomy.
