In China,the university autonomy policy has been for 30 years,but the implementation of the university autonomy is faced with many difficulties still. China’s traditional culture which is quite powerful,hindered the university autonomy from landing to some extent. The interest game be-tween central authorities and local administrative departments delay the process of policy implementa-tion. The lack of university empowerment supervision leads to frequent incidents of corruption in uni-versities. Structural contradictions of the labor market is not conducive to the implementation of the u-niversity autonomy. In order to solve the difficulties of the realization of China’s university autonomy, we should change and return to the traditional culture,establish an appropriate mechanism for coordina-tion of interests,reform labor market,build internal and external constraint mechanism to university on the basis of respect for the university’s own internal logic.%在我国，大学办学自主权政策已实施30多年，但至今高校办学自主权仍面临落实困境。我国传统文化力量相当强大，一定程度上阻碍了办学自主权的落实；中央权威部门和地方行政主管部门间的利益博弈，推迟了政策落实的进程；大学赋权监管不力，导致腐败事件频出；劳动力市场的结构性矛盾，不利于高校办学自主权的落实。在尊重大学自身内在逻辑的基础上，变革与回归传统文化，建立适当的利益协调机制，构建大学内外部约束机制，改革劳动力市场，是破解高校办学自主权落实困境的路径与选择。
