公办高职院校人事代理制度发展探析及完善策略

         

摘要

随着以人事制度改革为重点的公办高职院校内部管理体制改革的进一步深化,对部分人员实行人事代理制度已成为公办高职院校用人制度改革的新机制。但公办高职院校人事代理制度的推行在思想观念、考评机制、社保体系、管理队伍等环节上存在着很多制约因素,需要在宣传力度、制度建设、考核体系、补充养老保险等方面加强建设,不断促进公办高职院校人事代理制度健康快速发展。%With the reform of personnel distribution system in public higher vocational colleges is the focus of the internal manage- ment system, the further deepening of reform of, for part of personnel of personnel agency system in public higher vocational col- leges has become the new employing system reform.But personnel agency system in public higher vocational colleges in the im- plementation of the concept, the examination mechanism, the social security system, the management team and other links exist on a lot of factors,needs in the propaganda, system construction, evaluation system, compensatory endowment insurance that strengthening the construction ,constantly promote personnel agency system in public higher vocational colleges healthy develop- ment.
