转型时期企业主动履行社会责任的动因及对策分析*--基于政府俘获拓展的视角

     

摘要

As a result of the imperfect economical market and the lack of the impetus for enterprises to carry out their corresponding social responsibility in a social transformation era,there is a need for government to lead enter-prises to foster their social responsibility.However,cases,like Melamine,13-consecutive suicides of Foxconn,and fake donations,push the government at every level to think how to get enterprises to carry out social responsibility voluntarily.Integrating the motivation of enterprises’gains with social responsibility is the key which government can use to enhance corporate social responsibility.The present paper is intended to analyze the impetus of corporate social responsibility from the perspective of the extension of government capture,and advances the measures that can be used to promote enterprises to implement social responsibility with the aim of obtaining benefits.%社会转型时期,市场经济的不完善、企业履行社会责任动力不足,要求政府主导企业社会责任的培育工作。然而,近年来频繁出现的“三聚氰胺事件”、“富士康十三连跳事件”、“诈捐门事件”等一系列企业社会责任缺失的现象,促使人们不得不思考政府该如何推进企业社会责任的自主履行。政府推进企业履行社会责任的关键在于如何将企业的获利动机与企业的社会责任联系起来。转型社会背景下,企业获利的最佳路径是俘获政府,获取政治支持。以政府俘获拓展的视角分析企业履行社会责任的动因,并根据政府俘获的动机,可以有针对性地提出政府如何借助企业的获利需求来推进企业主动履行社会责任。
