论苏州低碳生态型城市建设中的政府功能发挥

摘要

In the process of low-carbon eco-city construction, the function of government faces the dilemmas that management system is not clear and government is inefifcient. Unclear management system ifnds expression in the failure of government function, negative public participation, and unclear role deifnition. The inefifcient government is composed of lacking cooperation mechanism, and lacking external incentive system. Improving management system needs to transform government functions, encourage the public to participate actively, and position the government function accurately. Improving the efficiency of low carbon ecological government requires to break government limits and to improve the performance appraisal indicators.%苏州低碳生态型城市建设过程中，政府功能的发挥面临着管理体制不清与政府运作低效两大困境，管理体制不清体现在政府职能失误、公众消极参与、角色定位缺陷；政府运作低效体现在政府部门合作机制欠缺与外部激励制度缺失。改进低碳生态城市管理体制需要政府转变职能，鼓励公众积极参与，准确进行政府功能定位；提升低碳生态政府运作效率则需要打破政府内部条块限制和改善政绩考核指标。
