基于建设用地适宜性评价的建设用地空间拓展研究——以晋江市为例

     

摘要

In Jinjiang,problems of land resource scarcity,high intensity of construction and develop-ment,and the rapid growth of construction lands cause the contradiction among population, resources and environment.Under priority principle for the ecological protection,by applying the extreme condi-tion method,the suitability index method and the spatial analysis method, this article carries out the suitability evaluation of construction lands and spatial analysis of construction lands expansion, and finds out the maximum supply,the scale and distribution of the expansion space of the lands in the city so as to provide effective spatial decision-making basis,for rationally and efficiently allocating land re-sources,and for solving the contradiction between urban construction and ecological protection.The results show that:the suitability level of construction land resources in Jinjiang is relatively high; the construction lands development still has potential; the suitable construction land, the construction lands expandable space account for 70.17%,30.42% of the total land area respectively.However,restricted by the high intensity of land exploitation,the construction land quotas and the balance mech-anism of cultivated land occupation and compensation, further construction and development for land resources is very limited.The construction process of Jinjiang in the future must transform from the consumption of resources and extensive development mode to vigorously promote the saving and inten -sive land use and actively revitalize the inefficient urban land.%针对晋江市土地资源稀缺、建设开发强度过高、建设用地增长迅速,导致人口、资源与环境之间的矛盾日趋激烈的问题,遵循生态保护优先的原则,运用极限条件法、适宜性指数法和空间分析法,开展建设用地适宜性评价和建设用地拓展空间分析,摸清全市建设用地的最大供给量和建设用地可拓展空间的规模和分布,为进一步优化国土开发空间格局、合理高效配置国土资源,解决城市建设发展与生态保护之间的矛盾提供有效的空间决策依据.结果表明:晋江市土地资源建设用地适宜性水平较高,土地建设开发仍有一定的潜力,全市适宜建设土地、建设用地可拓展空间分别占土地总面积的70.17%、30.42%.但受到土地开发强度偏高、建设用地指标和耕地占补平衡制度的约束,土地资源进一步建设开发的空间十分有限,晋江市未来建设过程中必须转变以消耗资源、外延发展为主的模式,大力推进节约和集约用地,积极盘活城镇低效土地.
