城市空间战略视角下的中欧班列运行逻辑分析——基于中欧班列(武汉)的个案研究

         

摘要

As a new engine of the Belt and Road Initiative, CHINA RAILWAY Express provides a new mode of logistics organization for the import and export of goods between Asia and Europe; and CR express (Wuhan) is a very most important logistics line in central China. With the acceleration of the construction of the Silk Road Economic Belt, the importance of opening westward is becoming increasingly prominent. Wuhan's urban spatial strategic emphasis has also been reoriented from east to west, which has directly promoted the normal operation of CR express (Wuhan). In this process, thelocal government has improved the competitive advantages of CR express (Wuhan) by space remolding measures. In addition, the local government also constructed the convenient and accessible symbolic image of CR (Wuhan), in order to improve the Wuhan and Hubei in the Belt and Road Initiative in function and position. But with blind increase of freight subsidies, the CR war between different cities will be easily triggered. Therefore, for the sake of the sustainable development of CR, we should effectively promote regional cooperation and complementary advantages, and prevent excessive government intervention.%中欧班列是推动"一带一路"倡议的新引擎, 中欧班列 (武汉) 作为其中一条重要的开行路线, 城市空间战略是影响其开行的关键因素.随着丝绸之路经济带的加速建设, 向西开放的重要性日益凸显, 武汉城市空间战略重点也由此发生了"由东至西"的重新定向, 这直接推动了中欧班列 (武汉) 的常态化运行.在此过程中, 地方政府通过优化线路、加强联通和打造闭环等空间重塑措施, 令班列的空间竞争优势持续增强.另外, 地方政府还凭借话语输出建构了中欧班列 (武汉) 通达、便捷的符号形象, 以空间象征的方式提高了武汉乃至湖北在"一带一路"倡议中的功能与地位.但各地对中欧班列运费补贴的盲目增加, 却易触发城市间无序争夺开放高地的"空间卡位战".因而, 切实推动区域合作与优势互补、防止政府的过度干预, 成为了中欧班列可持续发展的必然举措.
